Abstract. The development carried out is inseparable from the negative impact of the development itself, especially the development in the leather industry in Garut Regency. The impact of the leather industry is the emergence of environmental pollution, both air and river water. This study aims, among others: (1) to find out how law enforcement against river pollution crime carried out by leather industry companies, and (2) to find out how the role of government and society in normalizing river water that has been contaminated with leather industry waste.From the results of the study, it was found that law enforcement against leather industry companies that had committed criminal acts of pollution was carried out in a preventive and refresive manner. Community participation in the normalization of polluted rivers is crucial, in addition to the role of government and leather industry entrepreneurs.Keywords: Criminal Law, Pollution, Industrial Waste Enforcement.Abstrak. Pembangunan yang dilaksanakan tidak terlepas dari dampak negatif pembangunan itu sendiri, khususnya pembangunan dalam bidang industri kulit yang berada di Kabupaten Garut. Dampak dari industri kulit tersebut timbulnya pencemaran lingkungan hidup, baik udara maupun air sungai. Penelitian ini bertujuan, antara lain: (1) untuk mengetahui bagaimana penegakan hukum terhadap tindak pidana pencemaran sungai yang dilakukan oleh perusahaan industri kulit, dan (2) untuk mengetahui bagaimana peranan pemerintah dan masyarakat dalam normalisasi air sungai yang sudah tercemar limbah industri kulit.Dari hasil penelitian diperoleh bahwa penegakan hukum terhadap perusahaan industri kulit yang telah melakukan tindak pidana pencemaran dilakukan secara preventif dan refresif. Peran serta masyarakat dalam normalisasi sungai yang tercemar sangat menentukan, disamping peran pemerintah dan pengusaha industri kulit.Kata kunci: Penegakan Hukum Pidana, Pencemaran, Limbah industri |
