In this globalization era, many efforts have been taken to bring students more familiar with english. Unfortunately, those programs haven’t worked effectively in improving the student’s understanding of english. Therefore, learning english using interpersonal communication approach or communication between individuals, as implemented in the Bandung Government’s program called “Kamis Inggris”, could be the solution. This study uses a descriptive method. The results shows that the indicator of ‘confidence’ in applying interpersonal communication is implemented quite effectively by students of SMP Negeri 2 Bandung, particularly in Government’s program entitled "Kamis Inggris". In addition, indicator of ‘immediacy’, ‘expresiveness’, and ‘orientation to other party’ in applying interpersonal communication are also implemented effectively by the students of SMP Negeri 2. Last, indicatorof ‘interaction management’ in conducting interpersonal communication is not very effectively applied by students of SMP Negeri 2 Bandung in that program.Keywords : Effectiveness, Communication, Program, Government of Bandung.Pada era globalisasi saat ini banyak usaha yang sudah ditempuh untuk mendekatkan siswa dengan Bahasa Inggris, hanya saja sayangnya program tersebut tidaklah efektif dalam meningkatkan pemahaman Bahasa Inggris siswa. Oleh karenanya pilihan mempelajari Bahasa Inggris dengan pendekatan komunikasi interpersonal atau komunikasi antar individu seperti yang diterapkan dalam Program Kamis Inggris oleh PEMKOT Bandung dapat menjadi solusinya. Metode penelitian ini adalah deskriptif. Hasil penelitian menunjukkan bahwa indikator kepercayaan diri (confidence) dalam komunikasi antarpribadi diaplikasikan cukup efektif oleh siswa SMP Negeri 2 Bandung pada program Pemerintah Kota Bandung bertemakan “Kamis Inggris”. Indikator kebersatuan (immediacy), Indikator daya pengungkapan (expressiveness), dan Indikator orientasi ke pihak lain (other orientation) dalam komunikasi antarpribadi diaplikasikan efektif oleh siswa SMP Negeri 2 Bandung pada program Pemerintah Kota Bandung bertemakan “Kamis Inggris”. Indikator manajemen interaksi (interaction management) dalam komunikasi antarpribadi diaplikan tidak terlalu efektif oleh siswa SMP Negeri 2 Bandung pada program Pemerintah Kota Bandung bertemakan “Kamis Inggris”.
